A lso beginning with this issue, JERHRE brings you prac­ tical ethics advice from Practical Ethicist. Dr. Ethicist’s advice concerns issues that have frequently vexed research ethics com m ittees. In this issue, Dr. Ethicist tackles the ques­ tion o f how ethics com m ittees should respond to the require­ m ent that they do “scientific review ” w hen peer review and m erit review have probably already been conducted by experts elsewhere. M ost readers will experience enlighten­ m ent w ith Practical E thicist’s explanation. “Scientific review ” by the ethics com m ittee is not about im proving the science or m erit o f the proposed research; it is about under­ standing the science o f the research in sufficient depth to determ ine w hether the criteria for ethics approval are met. W ho is this Practical E thicist anyhow ? In real life, Dr. E thicist is a pair o f experts, Jeffrey C ooper and Lindsay McNair, whose biographical sketches accompany their col­ umn. Their columns in JERHRE will be based on their exten­ sive consulting experience, w hich has yielded a large collection o f problematic issues faced by ethics committees. The puzzled researchers and ethics committee members who write to Dr. P. Ethicist are fictionalized versions o f queries Jeff and Lindsay have received.
