The antismoking community fears that the joint campaign may imply to Americans that the National Archives endorses Philip Morris' products, in spite of Werner's statement at the hearing that the National Archives "will neither advocate [the company's] programs nor acclaim their products." The Archives' Weiher said a main goal of the project is to heighten knowledge about the significance of Bill of Rights among the American public "The National Archives is not for the scholar alone, it should serve all people — adult, student, and school child alike." In addition to placing its logo on television, the campaign helps Philip Morris acquire a Valuable mailing list. By November 15,1989, only 2 weeks after the campaign's onset, the company had received names and addresses from more than 310,198 individuals and 113,846 groups, including the Boy Scouts of America.

Improper Use The National Archives maintains that Philip Morris has promised to

use this list only to promote the Bill of Rights. Congressman Luken, however, expressed concern that Philip Morris might use the list to solicit use of its products as well. Luken is addressing two important issues regarding the Philip Morris advertising campaign with the National Archives: First, Luken has requested the Justice Department review the Bill of Rights campaign to determine whether the 1971 cigarette advertising ban has been violated, even though the broadcast advertisements do not directly mention cigarettes. Second, maintaining that the ads are illegal and improper, Luken has asked the National Archives to terminate its contract with Philip Morris. —By Karen Broder and Tim Hensley

Cancer Survivor Coalition Growing Rapidly The National Coalition for Cancer Survivorship's fourth annual meeting recently attracted a record number of attendees including cancer survivors, health professionals, and health policymakers from around the country. The turnout was double the number at previous meetings. "We've really taken off now," said writer Natalie Spingarn, NCCS board member and author of Hanging In There, a book about surviving cancer. "Growth is a key issue now," said Fitzhugh Mullan, M.D., president of NCCS. The challenge, according to Mullan, is to develop an organizational structure that will keep up with the demands of a growing national movement. News News survivors. We need the organization, budget, and personnel necessary to carry out such activities." A major objective of NCCS is to advocate the interests of cancer survivors to secure their rights and fight injustice against survivors, particularly in the areas of insurability and employment discrimination.

Unified Voice "It was clear from the meeting that people are asking the coalition to be an advocacy voice, to challenge the existing state of affairs related to cancer survivor issues," said Selma Shimmel, NCCS's vice president for program development. "We've learned to become active participants in the healing process," said Shimmel. "Now we need to learn how to become active participants in the legislative process." Shimmel pointed out that other diseases such as AIDS have active, organized constituencies. Cancer survivors, now numbering 5 million in the United States, have been largely

unorganized and have not been known to speak out on cancer-related issues. "Our goal is to fix that," she said. Shimmel said NCCS also serves as a clearinghouse for information, publications, and programs for the many organizations working on the issues of survivorship. It also offers a speakers' bureau, as well as public relations and technical assistance. "With so many organizations out there," she said, "we need to try to make certain that people are getting accurate information."

Cancer Policy Focus "The base of NCCS will always be people-involved services," Mullan said. In addition, he sees the organization going beyond community services to help develop a national cancer health policy focus. "There is an increasing desire to take a position on health insurance coverage, clinical trials, off-label drug reimbursement, and long-term survivor research," Mullan said. He agrees with Shimmel that cancer survivors "will not long remain unorganized, and will be-

come a constituency that is organized and articulates positions on policy issues." NCCS will reach out to minorities and the underserved, too. Alfred Haynes, M D , director of Drew, Meharry, Morehouse Consortium Cancer Center based in Los Angeles, said at the annual meeting that he sees great potential in NCCS's ability to reach all Americans. "I see fhi< organization becoming an AARP [American Association of Retired Persons] for cancer survivors." NCCS plans to move its headquarters from Albuquerque, NM, to Washington, DC, within the next 2 years "to attract the rich resources of the capital, including NIH, and to help reach out across the country to cancer survivors," said Spingarn.
